The Road Safety Authority (RSA) has announced fee adjustments for several of its services, effective from 1 January 2025, as part of its business planning for the upcoming year. These changes are linked to planned expenditures of €18 million on public interest activities and government priorities.
This marks the first revision of RSA service fees in over a decade, with some costs remaining unchanged since as far back as 2011.
Fee Adjustments at a Glance:
- Driving Licence: Increase from €55 to €65
- Learner Permit: Increase from €35 to €45
- Full National Car Test (NCT): Increase from €55 to €60
- NCT Retest: Increase from €28 to €40
- Commercial Vehicle Roadworthiness Test: 15% increase in the pre-VAT cost
The RSA emphasised that these changes are necessary to maintain the quality and delivery of its services, particularly given inflation and the rising costs of operations.

- SI 673/2024 – Road Traffic (Licensing Of Drivers) (Fees) Regulations 2024
- SI 674/2024 – Commercial Vehicle Roadworthiness (Vehicle Testing) (Amendment) Regulations 2024
The RSA assured the public that these fee changes are part of a broader effort to continue delivering critical services efficiently while supporting public safety initiatives and infrastructure investments.
